So Hiashi agreed readily.
Because it was impossible for him to implement it himself.
Whether from the Main House or Branch House, the elders would oppose him, and their opposition would be fierce.
If the village took the lead in implementation...
There would certainly be opposition, but not as fierce.
Because Kazuki wasn’t planning to radically upend the Hyūga clan’s traditional rules with a single blow, nor was he directly cutting away the status and interests the elders had been protecting. He was only shaving off a thin layer.

Was the Hyūga clan not a clan of Konoha? Were they not people of Konoha?

Hiashi got up and left immediately; he needed to return and inform the clan elders. Fugaku lingered, deliberately delaying a little. Once Hiashi was out of earshot, he spoke.
"Kazuki, such reforms will likely cause quite an uproar in the Hyūga clan."
"So what?" Kazuki didn’t care.
"This is just ensuring they cooperate fully with the village. It’s not uprooting the Hyūga. If they don’t agree to even these conditions, then the Hyūga clan might as well not be called a major clan. Konoha doesn’t need such a clan."
The Senju clan could become commoners. The Uchiha clan could behave and have all their privileges reduced. Why should the Hyūga clan be the special one?
Why should they be given special treatment?
When I speak nicely, show some respect and make a few concessions. That’s good for everyone.
If you stubbornly hold your ground, then I can only say you are seeking your own demise. Then the Hyūga clan really does have problems.
Fugaku nodded slightly and left quietly.

Eye contact was fine, but that was the limit.
The bewildered elders could only engage in minimal communication with those beside them through glances.
Seeing everyone full of questions, and Hiashi not speaking, the Grand Elder coughed and broke the silence.
"Clan Leader, why have you summoned everyone? Is there something important to discuss?"
"Yes, there’s a matter I’d like to discuss with everyone."
With the Grand Elder speaking, Hiashi didn’t remain silent. He slowly nodded.
"I’ve just returned from the command post. Lord Advisor has decided to return to the village ahead of schedule. The elders, especially those of the Main House, may precede him."
"Lord Advisor is going back?"
"Excellent."
Hearing this good news, the Main House elders breathed sighs of relief, smiles appearing on their faces.
The Branch House elders had little reaction. Unlike the Main House, they were expected to go to the battlefield and fight.
This decision was good news for the Main House, but for the Branch House, it meant nothing.
Seeing this, Hiashi’s voice deepened.
"Don’t celebrate too soon. That’s just one of Lord Advisor decisions. Just now, Lord Advisor officially informed me that, starting today, the Hyūga clan will cooperate with the village in implementing certain reforms."
What?
The Main House elders, who had just been smiling, had their grins freeze.
Even the Branch House elders looked up in surprise.

The Branch House elders made no move, while the Main House elders opposed vehemently.
Hiashi didn’t speak. He quietly watched them voicing their disapproval.
This really isn’t good news.
Sitting beside Hiashi, the Grand Elder observed the clan leader’s reaction and chose to remain silent.
He knew this day would come.
He just hadn’t expected it to happen at such a critical time.
Even the Hokage, Tsunade, wasn’t in the village.
In theory, Kazuki, as Hokage Advisor, had the authority to make these changes. If it escalated, the Hyūga clan could refuse, citing the Hokage’s absence.
But refusing might come with significant costs.
The Main House elders spoke one after another, all very agitated, all firmly opposed.
"Clan Leader, say something!"
After arguing back and forth, seeing the clan leader silent, the Main House elders turned their attention on him, hoping he would take a firm stance and stand with them.
Under everyone’s gaze, Hiashi slowly spoke.
"Lord Advisor exact words were: he is notifying us, not discussing with us. If you, esteemed elders, find this inappropriate, I will find an opportunity to decline Lord Advisor proposal."
